Does the GDL system in Tennessee actually work?

Ten years ago, Tennessee instituted its own Graduated Driver License system. In the years that followed other states also put GDL laws in place. The reason for this is the large number of teen deaths due to auto accidents. In 2000, the year before the Tennessee GDL went into place there were 189 fatal crashes involving teens. By 2009, the number of fatal teen crashes had dropped to 115. The Tennessee Highway Patrol credits the GDL laws with this 40% decrease in fatal crashes. So it would be fair to say that yes, the GDL system in Tennessee is working.
